A capable model does not, by itself, settle who may use sensitive information or who reviews a consequential output. Those are organisational decisions that need explicit owners.
Turn the proposition into a question
Before treating governance as the main constraint, compare it with the actual limits of the use case: output quality, integration, cost and staff readiness. The argument is useful only if it helps identify the constraint that matters in this organisation.
